  17. <p>The White House defends sending Haitian boat people back home
  18. </p>
  19. <p>     Last may candidate Clinton was "Appalled" by George Bush's
  20. decision to force every boatload of fleeing Haitians back to
  21. the thugs in charge of their country, without checking to see
  22. if anyone on board qualified for political asylum under a
  23. treaty the U.S. signed. But President Clinton now backs
  24. forcible return, and a government lawyer (a Bush holdover)
  25. vigorously argued for it last week before the Supreme Court.
  26. This broken promise has infuriated black leaders and
  27. human-rights lawyers. But Clinton fears that an armada of poor
  28. blacks will wash up on Florida.

  30. <p>     The Administration will boost refugee screening inside
  31. Haiti, and claims that its interception of boats just outside
  32. Haitian waters stems from a desire to save people from
  33. drowning. The Haitians' lawyers call this a "floating Berlin
  34. Wall" that bars refugees from all destinations. Why, the lawyers
  35. ask, can't the U.S. go back to screening the boat people to pick
  36. out those really fleeing persecution?
